禁毒社会工作参与社区治理机制研究

摘　　要：国家治理现代化的基础是社区治理。在广阔的基层社会场域和社区治理空间中,社会工作既是受益者,也是参与者,更是行动者。禁毒社会工作是社会工作的重要组成部分,在参与社区治理中具有重要作用,但仍存在着机制不健全、平台不完善、治理能力不高等现实困境。在“五社联动”行动框架指导下,构建以社区为平台,禁毒社工为支撑,禁毒社会组织为载体,社区禁毒志愿者为辅助,社区慈善资源为补充的禁毒社会工作基层治理新机制,助力禁毒工作的基层治理体系和治理能力现代化建设。The foundation of the modernization of State governance is community governance.In the vast grass-roots social field and community governance space,social work is a beneficiary,a participant and an actor.Anti-drug social work is an important part of social work and has an important role to play in participating in community governance,but there are still real dilemmas such as inadequate mechanisms,imperfect platforms and low governance capacity.Under the guidance of the“five societies in action”framework,a new mechanism has been constructed for the participation of anti-drug social work in community governance,with the community as the platform,anti-drug social workers as the support,anti-drug social organizations as the carrier,community anti-drug volunteers as the auxiliary,and community philanthropic resources as the supplement,so as to assist in modernizing the grass-roots governance system and the capacity to govern.
