摘 要:采用文献资料法、观察法及逻辑分析法,基于测量学“三性”理论及评价学基本理论对我国《国家学生体质健康标准》测评结果的科学性进行论证分析,从影响测量“三性”即效度、信度、客观性相关因素论证《国家学生体质健康标准》测试指标设置、测量过程及评价方法的科学性。虽然《国家学生体质健康标准》对了解和促进学生体质起到了重要作用,但评价指标未与健康指标紧密联系起来,测量过程操作不够严谨,影响了测量结果的可信度,评价标准始终采用常模参照标准的制订思想即相对标准,测量结果无法完全真实反映学生的体质健康状况。建议《国家学生体质健康标准》更名为《国家学生体质标准》或《国家学生锻炼标准》;指标设定可选用更多测量学生身体素质及运动能力的指标,增加心理和社会适应能力测量指标;用多种评价形式评价学生的体质健康状况,使《国家学生体质健康标准》能够真正调动学生参加体育锻炼的主动性。该文旨在为出台提高学生体质健康水平的相关政策奠定坚实基础。Based on the theory of"three characteristics"in measurement and the basic theory in evaluation,this paper demonstrates and analyzes the scientificity of the evaluation results of the National Standard for Students'Physical Fitness and Health by using the methods of literature,observation and logical analysis,and demonstrates the scientificity of the test index setting,measurement process and evaluation method of the National Standard for Students'Physical Fitness and Health from the factors affecting the"three characteristics"of measurement,namely validity,reliability and objectivity.Although the National Standard for Students'Physical Fitness and Health plays an important role in understanding and promoting students'physical fitness,evaluation indexes are not closely linked with health indexs,and the measurement process is not rigorous enough,which affects the credibility of measurement results.The evaluation standard always adopts the formulation idea of the normative reference standard,that is,the relative standard,so measurement results can not truly reflect students'physical health status.It is suggested that the National Standard for Students'Physical Fitness and Health should be renamed as the National Standard for Students'Physical Fitness or the National Standard for Students'Exercise,indicator setting can choose more indicators to measure students'physical fitness and athletic ability and increase the measurement indicators of psychological and social adaptability,and that a variety of evaluation forms should be used to evaluate the physical health of students,so that the National Standard for Students'Physical Fitness and Health can really mobilize the initiative of students to participate in exercise.This paper aims to lay a solid foundation for the introduction of relevant policies to improve the physical health level of students.
