摘　　要：在公共文化服务高质量发展背景下,省级公共图书馆作为省域公共图书馆服务体系的核心,肩负提升基层图书馆宣传能力的责任。论文阐述了高质量发展阶段基层图书馆宣传工作的重要性和面临的困境,分析了省级图书馆强化区域宣传职能的必然性,从公共图书馆事业发展速度快、工作亮点多、不均衡性突出三个方面,介绍了陕西省图书馆强化宣传职能的背景。最后,从行业交流、系统性调研、基层专业素养提升等角度,详细总结了陕西省图书馆加强全省基层图书馆宣传能力的具体方法和相关成效。Under the background of high-quality development of public cultural services,provincial public libraries,as the core of provincial public library service system,have the responsibility to improve the publicity ability of grass-roots libraries.This paper expounds the importance and difficulties of the publicity work of grass-roots libraries in the stage of high-quality development.It analyzes the inevitability of strengthening the regional publicity function of provincial libraries,and introduces the background of strengthening the publicity function of Shaanxi provincial library from three aspects:rapid development of public library,many bright points of work and outstanding imbalance.Finally,from the perspectives of actively organizing and participating in industry exchanges,it systematically investigating the development status of the province,and improving the professional quality of grass-roots talents,this paper summarizes the specific methods and effects of Shaanxi Provincial Library to improve the publicity ability of grass-roots libraries in the province.
