我国社区居家养老服务多职业主体联合问题研究

摘　　要：多职业主体联合指通过资源整合和人员协作实现服务之间的有效衔接,满足老年人的多样化养老需求,它是实现社区居家养老服务可及性和规范性的重要途径。我国尚未正式运用多职业主体联合这一概念,但在社区居家养老服务供给过程中,多职业主体联合的实践却屡见不鲜,存在职责划分不清、福利机制不健全及服务衔接不畅等问题。实践路径方面应对多职业主体按照职能进行分类和职责划分,确立社区为多职业联合平台,采用线上平台和线下平台相结合、保障手段和激励手段相结合的实践方式,建立紧密型和松散型的联合模式,初步构建多职业主体联合理念下的社区居家养老服务运行机制。政策层面应强化顶层设计尤其是规范服务流程,加强政府监管力度以提升服务实践效果。The cooperation of multi-professional entities is an important way to achieve the accessibility and standardization of community home-based care service for the elderly,which means to achieve effective connection between services through resource integration and personnel cooperation,so as to meet the diversified needs of the elderly.In China,the concept of union of multi-professional entities has not been formally used,but in the process of the supply of community home-based care service for the elderly,the practice of union of multi-professional entities is common,and there are some problems such as unclear occupation division,imperfect welfare mechanism and poor service connection.Based on this,this article classifies multi-professional entities according to their functions and divides their responsibilities,establishes the community as multi-professional union platform,adopts a practical approach of combining online and offline platforms,and combining protection measures and incentive measures,establishes a compact union mode and a loose union mode,and preliminarily constructs the operation mechanism of community home-based care services for the elderly under the concept of union of multi-professional entities.And then it put forward the countermeasures and suggestions to strengthen the top-level design,standardize the service process,strengthen the government supervision,and improve the service practice effect.
