摘　　要：政策执行成效受到执行主体和执行过程中的多重因素影响。厘清政策执行过程中不同层级政府之间的行动逻辑,有助于辨析政策成效的影响机制。本文对H省“秸秆禁烧”治理行动进行田野观察,基于“过程-组织-类型”三重维度分析中间政府动员行为与基层政府自主行为的匹配差异。研究发现,动员行为的发生通常具有明确的时间节点,但基层政府响应政策时具备一定的自主空间;动员行为能助推执行进程,但政策落地过程中可能存在的冲突仍依赖基层政府的自主性调节;动员内容并不具备强约束性,基层政府的自主行为是对“约束”的软化和政策的本土化。治理成效依赖动员行为和自主行为的互动关系调节。基层政府的自主空间需在一个合理阈值内,满足政策目标和治理情境间的价值均衡。The effectiveness of policy implementation is affected by multiple factors in the implementation entity and the implementation process.Clarifying the action logic between intermediate governments and grassroots governments in the process of policy implementation is helpful to identify the impact mechanism of policy effectiveness.This paper conducts field observations on the straw burning control action in H Province,and analyzes the matching difference between intermediate government mobilization behavior and grassroots government autonomous behavior based on the triple dimension of“process-organization-type”.It is found that mobilization usually occurs at a clear time point,but grassroots governments have a certain autonomy in response to policy implementation.Mobilization can help the implementation process,but possible conflicts in the process of policy implementation still rely on the autonomous regulation of local governments.The mobilization content does not have strong constraints,and the autonomy of the grassroots government is a softening of“constraints”and localization of policies.The effectiveness of governance depends on the interaction between mobilization behavior and autonomous behavior.The autonomy of grassroots governments needs to be within a reasonable threshold to meet the value balance between policy objectives and governance contexts.
