法国高校与区域协同发展的路径与反思——以斯特拉斯堡大学与阿尔萨斯地区为例

摘  要:高等教育与区域经济社会联动发展是教育科技人才一体化的重要特征,也是高等教育在新一轮科技革命和产业变革中的重大机遇。法国阿尔萨斯地区向创新驱动经济转型的需要,以及斯特拉斯堡大学提升作为研究型大学创新能力的需求,构成区域协同发展的两大动力。斯特拉斯堡大学与阿尔萨斯地区在人力资源培养与输送、知识技术转化与创新、文化符号浸润与辐射方面形成了特有的协同发展路径,同时也面临国际化与本土化战略失衡、社会协同主体激励与补偿机制不够完善等挑战。其在发展中彰显的特色与不足,可为我国提供镜鉴。The connection between higher education and regional economic and social development is an important feature of the integration of education,science and technology talents,as well as a major opportunity for higher education in the new round of scientific and technological revolution and industrial change.The need for the Alsace region to transform into an innovation-driven economy and the need for the University of Strasbourg to enhance its innovation capacity as a research university are the two main driving forces that constitute the collaborative development of the region.The University of Strasbourg and the Alsace region have formed a unique collaborative development path encompassing the nurturing and transfer of human capital,the transformation and innovation of knowledge and technology,and the influence of cultural symbols.However,they also encounter challenges in balancing internationalization and localization strategies,and insufficient incentives and compensation mechanisms for the collaborative actors.The characteristics,experiences,and shortcomings of this case can offer valuable insights for China.
