摘　　要：应急无线通信指挥系统采用专网建设和公网使用相融合、固定基站和移动基站部署相结合的建设模式,旨在解决固定场所和应急现场的全域覆盖,在应急管理部门日常和应急情况下,满足无线通信网的通信和指挥需求。其中,专网通信采用370 MHz警用数字集群(Police Digital Trunking,PDT)专用数字集群通信制式,固定基站完成大区域薄覆盖,移动基站实现应急现场点覆盖,公网通信依托运营商的公共通信网络,采用较低成本的公网集群对讲(PTT Over Cellular,PoC)扩展服务实现广域覆盖。公网通信和专网通信有机融合,互联互通,满足应急管理部门的无线通信需求,降低了系统建设成本,增强了专网应用的灵活性和安全性。In the emergency wireless communication command system,the mode of combining the construction of private network and the use of public network as well as combining the deployment of fixed and mobile base stations is adopted,aiming at solving the problem of the full coverage of fixed sites and emergency sites and meeting the communication and command requirements of the wireless communication network in the daily and emergency situations of the emergency management department.Among them,the 370 MHz Police Digital Trunking(PDT)dedicated digital trunking communication system is used by the private network communication,and the fixed base station enables a large and thin coverage with the mobile base station realizing the spot coverage of the emergency site.Relying on the common communication network of the operator,the public network communication uses the public network PTT Over Cellular(PoC)expansion service to achieve a wide area coverage at a lower cost.Through the organic fusion and interconnection of public network communication and private network communication,the wireless communication requirements of emergency management departments can be met,which reduces the system construction cost and enhances the flexibility and security of private network applications.
