山区旅游资源开发的共同富裕效应与模式——以湘西地区为例

摘　　要：中国式现代化建设背景下,探究旅游资源开发的共同富裕效应,为加快旅游高质量发展和实现共同富裕指明探索方向。为厘清旅游资源开发通过收入增长、基建强化、文化传播和要素流动助推共同富裕实现机理,基于规模和质量维度,运用空间计量模型实证检验2007—2021年湘西地区旅游资源开发对共同富裕的影响。研究发现:(1)湘西地区旅游资源开发水平呈现平缓增长趋势,但空间差异明显。(2)共同富裕水平持续提升,市级行政中心永定区、吉首市和鹤城区位于前列。(3)旅游资源开发对共同富裕具有显著的正向空间溢出效应;旅游规模和旅游质量均可赋能共同富裕,且旅游质量优于旅游规模;不同区域旅游资源开发的共同富裕效应差异显著,其中张家界市最大,怀化市和湘西州次之。以共同富裕目标为导向,提出山区旅游资源开发的可持续利用、质量升级和区域整合模式。In the context of Chinese-style modernization,the common prosperity effect oftourism resource development is explored to point out the direction of exploration foraccelerating the high-quality development of tourism industry and realizing the goal ofcommon prosperity.This study clarifies the mechanism of tourism resource developmentthrough the income growth effect,infrastructure enhancement effect,culture communicationeffect and factor flow effect to promote the realization of common prosperity,and constructs acomprehensive evaluation system of tourism resource development in terms of scale andquality.The spatial econometric modeling is applied to empirically test the impact of mountaintourism resource development on the common prosperity based on the relevant data at thedistrict and county level of the Western Hunan Area from 2007 to 2021.Ultimately,it proposestargeted development model optimization strategies based on the real needs of enhancing thevalue of resources,promoting rural revitalization and contributing to the common prosperity.The results show that:(1)The overall level of tourism resource development in Western HunanArea shows a gentle growth trend,but the spatial difference is obvious,in which Yongdingdistrict and Fenghuang county are always the dominant parties,while Luxi county is in arelatively disadvantageous position.(2)The level of common prosperity in Western HunanArea continues to improve,but there are still imbalances between districts and counties,withYongding district,Jishou city and Hecheng district,where the municipal administrative centeris located,in the top three.(3)Tourism resource development has a significant positive spatialspillover effect on common prosperity,that is,it can enhance the level of common prosperity inthe region and adjacent regions.Both tourism scale and tourism quality can be effective inempowering common prosperity,and the positive effect of tourism quality on commonprosperity is better than that of tourism scale.The impact of tourism resource development oncom
