摘  要:应用危险与可操作性分析(HAZOP)、保护层分析(LOPA)与安全完整性等级(SIL)3种分析评价方法对液氯包装装置进行全面风险评价。首先,利用HAZOP分析识别装置工艺过程当中可能会出现的操作问题与危险因素,同时结合风险矩阵开展风险测评,提出改进方案及措施。其次,使用LOPA分析从定量角度测评当前使用的保护方式,并通过SIL评估当前的安全仪表系统设计是否合理,是否可以有效控制事故风险。使用这三种分析评价方法,可以全面地评估液氯包装装置的风险,并提出相应的安全改进措施。Three analysis and evaluation methods were used to conduct a comprehensive risk assessment of liquid chlorine packaging device,ie hazard and operability analysis(HAZOP),protective layer analysis(LOPA)and safety integrity level(SIL).Firstly,HAZOP analysis was used to identify the operational problems and risk factors that may occur in the process of the device.The risk assessment was carried out in combination with the risk matrix.The improvement plans and measures were proposed.Secondly,the LOPA analysis was used to quantitatively evaluate the current protection methods,and the SIL was used to evaluate whether the current safety instrumented system design was reasonable,whether the risk of accidents could be effectively controlled.The use of these three analytical evaluation methods could comprehensively assess the risks of liquid chlorine packaging plants and proposed corresponding safety improvement measures.
