摘　　要：针对道路冷链运输市场结构失衡、行业退出机制缺失等行业痛点,聚焦道路冷链运输价格调控机制不完善的突出问题,分析了道路冷链运输价格变动规律,从区域、货类、线路、车型等维度研究构建道路冷链运输运价指标体系。在此基础上,设计道路冷链运输成本与价格数据采集方案,界定道路冷链运输价格范围,提出基于数据分析的样本选取方案,研究制定数据采集内容、采集频率、采集方式等总体方案,为开展道路冷链运输价格监测分析和运价指数编制奠定基础,为进一步完善道路运价统计调查制度、建立价格与成本联动机制、优化运行监测指标体系提供有益参考,为促进合理运价形成、引导市场主体行为、科学政府决策提供有力支撑。Aiming at the industry pain points such as the imbalance of the road cold chain transport market structure and the lack of industry exit mechanism,focusing on the outstanding problems of the imperfect price control mechanism of the road cold chain transport,this paper analyzes the law of the price change of the road cold chain transport,and studies and constructs the road cold chain transport price index system from the dimensions of region,cargo type,route and vehicle type.On this basis,this paper designs the data collection scheme of road cold chain transportation cost and price,defines the range of road cold chain transportation price,puts forward the sample selection scheme based on data analysis,studies and develops the overall scheme of data collection content,collection frequency,collection method,and lays the foundation for carrying out the monitoring and analysis of road cold chain transportation price and the compilation of freight index.This paper provides useful reference for further improving the statistical investigation system of road freight rates,establishing the linkage mechanism between prices and costs,and optimizing the operation monitoring index system,and provides strong support for promoting the formation of reasonable freight rates,guiding the behavior of market entities,and scientific government decision-making.
