国际视角下海南游艇旅游目的地的动力、困境与突破对策探析

摘　　要：海岛旅游经济发展步入正轨,海南特色旅游服务、游艇旅游产业链日益完善,为海南游艇旅游目的地的国际化发展奠定了良好的发展基础。通过分析和阐释国内外游艇旅游目的地及海南近年来游艇旅游产业的发展概况,利用国际视角剖析了海南省在发展游艇旅游目的地方面的瓶颈和独特优势,厘清了新型冠状病毒感染影响、制度和监管措施、消费观念和文化、综合配套滞后、产业链不健全等发展的外部环境阻碍因素以及海南自贸港“零关税”等多维叠加政策优势、得天独厚的区位优势、资源禀赋的旅游优势和RCEP生效之后国际商贸等方面的消费市场创新和影响因素。经过实地深入调研、远程视频访谈和数据挖掘与分析,预测并提出了海南游艇旅游目的地发展新动能、新模式、消费新趋势。通过重点对海南游艇旅游目的地的开发进行综合分析与评估,得出海南应充分发挥比较优势,紧抓“建设具有世界影响力的中国特色自由贸易港”的历史机遇,不断优化营商环境,加大政策扶持力度,创新发展思路和投融资渠道,通过科技创新和构建新的管理机制,对标国际一流游艇旅游目的地,拓展产业链、供应链、人才链、资金链与创新链,加快推进游艇旅游产业转型升级,促进海南海洋经济高质量发展的结论建议。The development of island tourism economy is on the right track.Hainan characteristic tourism service and yacht tourism industry chain are improving day by day,which lays a good foundation for the international development of Hainan yacht tourism destination.Based on the analysis and explanation of domestic and foreign yacht tourism destinations,as well as the development of the yacht tourism industry in Hainan in recent years,this paper analyzes the bottlenecks and unique advantages of developing yacht tourism in Hainan Province from an international perspective,and clarifies the external environmental factors that hinder the development of yacht tourism in Hainan Province,such as the impact of the epidemic,institutional and regulatory measures,consumption concepts and culture,lagging comprehensive support facilities,and an incomplete industrial chain.Hainan Free Trade Port"zero tariff"and other multi-dimensional overlapping policy advantages,unique geographical advantages,tourism advantages of natural resources and international trade after the effective of RCEP,such as consumer market innovation and influencing factors;Based on on-site in-depth research,remote VOD,and data mining and analysis,this paper forecasts and puts forward new motivations,models,and consumer trends for the development of Hainan yacht tourism destination.Focus on the development of Hainan yacht tourism destination for a comprehensive analysis and evaluation.Through comprehensive analysis,Hainan should give full play to its comparative advantages,seize the historical opportunity of"building a free trade port with Chinese characteristics with international influence",continuously improve the business environment,increase policy support,and innovate development ideas and investment and financing channels.By leveraging technological innovation and establishing new management mechanisms,benchmarking against world-class yacht tourism destination,expanding the industrial chain,supply chain,talent chain,capital chain and innovation chain,acceler
