摘　　要：青岛市第十三次党的代表大会上提出今后五年将打造“引领型现代海洋城市”的战略目标。在借鉴海洋强市、现代海洋城市等相关概念基础上,研究提出了引领型现代海洋城市的概念及内涵解析,构建了引领型现代海洋城市指标体系,并对2016-2021年青岛引领型现代海洋城市建设情况进行综合评价。结果表明:青岛引领型现代海洋城市建设总体上呈现较快发展态势,但各领域参差不齐。纵向比较看,青岛海洋创新、海洋经济和海洋生态成效较大,海洋文化、海洋开放和海洋治理增速不高;横向对比看,青岛综合评价以及海洋文化、海洋生态、海洋经济专项评价均位居全国前列。根据实证分析结果,围绕青岛引领型现代海洋城市建设的六大维度,提出强化海洋产业战略引领与产业链协同、补齐海洋科技转化与应用短板、加快建设世界一流强港和国际航运中心、推进全球海洋生态示范中心建设、稳步提升海洋治理能力和公共服务水平、积极构建世界级海洋文化名城、不断增强国际性大都市综合影响等建议。At the 13th Party Congress of Qingdao,the strategic goal of building a"leading modern marine city"in the next five years was proposed.Based on the concepts of strong marine cities and modern marine cities,this study proposes the concept and connotation analysis of leading modern marine cities,constructs an indicator system for leading modern marine cities,and conducts a comprehensive evaluation of the construction of leading modern marine cities in Qingdao from 2016 to 2021.The results indicate that the construction of a leading modern marine city in Qingdao has shown a rapid development trend overall,but varies in various fields.In vertical comparison,Qingdao has achieved significant results in marine innovation,marine economy,and marine ecology,while the growth rates in marine culture,marine openness,and marine governance have not been high.In horizontal comparison,Qingdao's comprehensive evaluation,as well as its specialized evaluations in marine culture,marine ecology,and marine economy,rank among the top in the country.Based on the empirical analysis results,focusing on the six dimensions of Qingdao's leading modern marine city construction,it is proposed to strengthen the strategic leadership and industrial chain coordination of the marine industry,fill the gaps in the transformation and application of marine technology,accelerate the construction of world-class strong ports and international shipping centers,promote the construction of global marine ecological demonstration centers,steadily improve marine governance capabilities and public service levels,actively build a world-class marine cultural city,and constantly enhance the comprehensive impact of international metropolises.
