摘　　要：广泛吸纳民间资本,构建多元化投入格局,赋能我国高校“双一流”建设与内涵式发展成为新时代高校践行协调、开放、共享新发展理念的重要步骤。作为我国高校资源汇聚的主流渠道,社会筹资对大学财政拓展、文化塑造和公共形象提升发挥积极作用,也引发了伦理冲突与治理风险。党的十八大以来,经历了人治和法治两种治理范式之后,以完善公共组织制度体系和加强公共组织道德约束机制为特征的善治成为治理的目标范式。该范式以其和谐治理本质和公共德性伦理观为高校筹资提出了动机善、途径善和功用善的伦理期望。基于社会善治视角,对高等教育组织筹资的伦理问题开展探究,希冀为新时代我国高校多元化筹资和院校治理提供规范建议。Widely absorbing private capital to build a diversified investment pattern,empowering the construction of“Double First-Class”construction and connotative development of Chinese universities,has become an important step for universities in the new era to practice the new concepts of coordinated,open,and shared development.As the mainstream channel for gathering resources in China s universities,social financing plays a positive role in expanding university finances,shaping culture,and enhancing public image,while also triggering ethical conflicts and governance risks.Since the 18th National Congress of CPC and after experiencing two governance paradigms of“rule by man”and“rule by law”,“good governance”characterized by improving the institutional system of public organizations and strengthening the moral constraint mechanism of public organizations became the goal paradigm of governance.This paradigm proposes ethical expectations of“good motivation”,“good approach”,and“good function”for university fundraising based on its essence of“harmonious governance”and ethical concept of“public morality”.Based on the perspective of social good governance,this study explores the ethical issues of fundraising in higher education organizations,with the hope of providing normative suggestions for diversified fundraising and governance in China s universities in the new era.
