摘　　要：坚持高质量发展是新时代的硬道理,领导干部提升执政本领对于贯彻新发展理念、推动经济实现质与量的提升有着重要作用。党的二十大报告和中央经济工作会议为新阶段开局起步关键时期的经济建设与高质量发展做出了规划部署,经济发展目标及其实现在集中精力谋发展、增强信心和底气、发展新质生产力、保民生保安全保发展等方面需要领导干部增强自身本领。党的二十大报告提出的新的本领要求是党对领导干部要求的创新发展,其实质是领导干部推动发展、处理问题的关键本领,四种关键本领对高质量发展有重要推动作用。各级组织部门和领导干部应当形成合力,通过精准把脉与调查研究助力本领的精准提升,结合理论提升与实践磨炼赋能本领的高效提升,通过科学评价与效能聚焦保障本领的真实提升。Adhering to high-quality development is an imperative in the new era.The enhancement of leading cadres’governance capacity plays a significant role in implementing the new development concept and promoting the qualitative and quantitative improvement of the economy.The reports of the 20th National Congress and the Central Economic Work Conference have provided planning and deployment for economic construction and high quality development at the critical stage of initiating a new phase.Achieving economic development goals which en⁃compass focusing on development,boosting confidence and determination,developing new productive forces,and ensuring people’s livelihoods,security,and development requires leading cadres to enhance their own compe⁃tence.The new competence requirements proposed at the 20th National Congress represent innovative develop⁃ments in the Party’s expectations for leading cadres,essentially focusing on their ability to promote development and address key issues.The identified four key competencies are crucial for high-quality development.Organiza⁃tional departments and leading cadres should synergistically endeavor to precisely enhance capacities through ac⁃curate learning and in-depth research,efficiently refine capacities through in-depth learning and practical experi⁃ence,ensure genuine capacity enhancement through theoretical advancement and performance focus,and compre⁃hensively strengthen the governance capacities of leading cadres,thereby promoting the great practice of Chinese modernization in all aspects.
