摘　　要：都市圈是兼具理论性和政策性的学术概念,已成为我国城镇化高质量发展背景下的重要政策导向。基于国内外都市圈的相关研究进展,总结提出城市地域概念的层次性认知体系,探讨中国都市圈的概念内涵、演化机制与政策意义。都市圈相关的城市地域概念本质上包括城市和区域两个层次,二者紧密关联。中国的都市圈概念本质是城市层次的功能地域,但在政策导向下呈现一定的区域意义,具有超越一般都市区的综合功能内涵。城市层次上的中心城市功能外溢是最主要和常见的都市圈形成机制,而区域层次上的乡村城镇化则是一种具有中国特色的演化机制。中国都市圈的政策意义在城市层次上体现为超大特大城市的功能提升,在区域层次上体现为支撑城市群的高质量发展。需要持续探索中国都市圈理论、政策与国际学术体系对话的可行性路径,同时强化学术研究与规划实践的衔接。"Dushiquan"is a theoretical and policy-oriented academic concept,which can be essentially analogized to metropolitan area and has become an important policy direction under the background of high-quality urbanization development in China.Based on the international research progress of metropolitan area,this paper summarized and proposed a hierarchical cognitive system of various urban spatial concepts,and discussed the connotation,evolutionary mechanism and policy significance of metropolitan area in China.Existing concepts similar to metropolitan area include two levels:city and region,which are closely related to each other.China's dushiquan is essentially a city-level functional area,but it has a rich functional connotation beyond the general metropolitan area and also presents regional significance under the policy orientation.While functional spillover from the central city at the city level is the most important and common mechanism of metropolitan area formation,there is also a mechanism of rural urbanization at the regional level in the real situation.The policy significance of China's metropolitan area is reflected in the functional upgrading of megacities at the city level and the high-quality development of urban agglomerations at the regional level,respectively.It is necessary to continuously explore feasible paths for dialogue between the theoretical policies of Chinese metropolitan areas and international academic framework,as well as to strengthen the connection between academic research and planning practice.
