摘　　要：东京都市圈是世界级都市圈,其空间规划和制度变迁过程中的经验教训值得学习和借鉴。通过分析东京都市圈发展演变过程中的人口变迁、区域联系、产业重构、空间演变特征,解析中心城市与外围市镇的互动发展机制,并以神奈川县相模机器人产业特区为典型案例,总结东京都市圈外围特色市镇的转型发展思路和经验。研究得到的启示包括:空间演变规律性与规划体系性相交互、区域发展协同性与主体能动性相融合、空间策略引领性与制度创新性相结合,以期为我国大都市圈特色小(城)镇的发展提供有益参考。The metropolitan area is an important space for the implementation of the three major strategies of new urbanization,regional development,and rural revitalization.The construction of a modern metropolitan area needs to strengthen the energy level of the central city and at the same time drive the coordinated development of surrounding areas.The Tokyo metropolitan area(TMA)is a world-class metropolitan area,and the experience and lessons in the process of its spatial planning and institutional changes are worth learning.This paper analyzes the characteristics of population change,regional connection,industrial restructuring,and spatial evolution during the development and evolution of the TMA,and interprets the interactive development mechanism between the central city and peripheral towns.Taking the Kanagawa Sagami Robot Industrial Zone as a typical case,it summarizes the ideas and experiences of characteristic transformation of peripheral towns.The enlightenment obtained from the research includes:the interaction between the regularity of spatial evolution and the planning system,the integration of regional development synergy and subject initiative,the combination of spatial strategy leadership and institutional innovation,which can provide a useful reference for the development of characteristic small towns in metropolitan areas of China.
