摘 要:目标引领增长,却制约了产业转型,但已有研究较少从政府土地出让视角分析。基于2011-2019年274个城市数据分析,发现:(1)经济增长目标设置越高越会制约城市产业结构向第三产业转型,在经济下行周期更明显;(2)高耗能高排放的污染行业占地面积更大,对土地依赖度更高,政府土地出让能够实现有效干预,进而迅速、稳定带来经济增长成效,实现增长目标;(3)在增长压力下,政府通过招拍挂的市场化形式出让污染行业土地会明显增多;(4)数字经济产业对土地依赖更小,其发展为地方经济增长带来新的动力,削弱了增长目标对产业转型的制约效应。Targets lead growth,but deny industrial transformation.However,in recent years,research has been analyzed from the perspective of land transfer.Based on the data of 274 cities from 2011 to 2019,this article found that:(1)the setting of economic growth targets will constrain the transformation of the urban industrial structure to the tertiary industry,which will be more obvious in the economic downturn cycle;(2)Polluting industries with high energy consumption and high emissions occupy larger areas and are more dependent on land.Government land transfer can achieve effective intervention,thereby quickly and stably bringing about economic growth results and achieving growth goals;(3)Under the pressure of growth,the government adopts the marketization of bidding,auction,and listing.The formal transfer of land for polluting industries will increase significantly;(4)The digital economy industry is less dependent on land,and its development brings new impetus to local economic growth,greatly increasing the negative effect of the target on industrial transformation.The conclusions are meaningful for understanding a small amount of land transfer behavior under growth goals and its impact on the industrial structure.
