美国介入台湾地区选举研究:以2024台湾地区“二合一”选举为例

摘　　要：在历次台湾地区领导人选举中,美国均会积极介入,旨在影响选举结果和下任领导人的政策走向,提高美方掌控台海局势能力。为了维持对台湾地区政局的影响力、延续“以台制华”路线并降低中美台海冲突的风险,美国更为积极且直接地介入2024年台湾地区“二合一”选举。首先,美国行政部门设定政策框架,约束主要参选人。其次,“美国在台协会”加强对主要参选人直接接触、互动,掌握选举动向。最后,美国接待、面谈访美的台湾地区候选人,了解政策立场。整体而言,美国不仅推动赖清德回调其激进的政策主张,也使选举结果服务于美国对华战略竞争议程,并且巩固台湾地区的“倚美共识”。The United States has actively intervened in every Taiwan region leadership election, aiming to influence the election results and the policy direction of the next leader, and improve the ability of the United States to control the cross-Strait situation. With the aim to maintain its influence in the Taiwan political situation, continue the line of “using Taiwan to contain China”,and reduce the risk of Sino-US conflict in the Taiwan region Strait, the United States is more actively and directly involved in Taiwan's “two-in-one” election in 2024. First, the US executive branches set the policy framework to constrain the main candidates. Secondly, the “American Institute in Taiwan ”strengthened direct contact and interaction with major candidates to control the trends of the election. Finally, the United States received and interviewed Taiwan candidates who visited the United States to explain their policy positions. Generally speaking, the United States not only pushed Lai Ching-te to call back his radical policy propositions but also ensured the election result served its US-China strategic competition agenda and consolidated Taiwan's “consensus of depending on the US”.
