生态治理共同体的内涵特征、理论逻辑与构建路径

摘　　要：人与自然和谐共生的中国式现代化建设对推进生态治理提出了新要求:倡导以生态理性为价值共识,以整体性思维为导向,以可持续发展为纽带,以生态环境一体化保护与系统修复为行动内容构建生态治理共同体。作为人与自然和谐共生关系的新样态,生态治理共同体的内涵不仅彰显了价值和精神形态的生命共同体理念,还突出了以组织形态构建的治理共同体。生态治理共同体以共同体理论中人与自然的多维逻辑关系为指引,意在生态治理场域中型塑一个合目的性和合规律性的有机统一体;以整体性治理的整体系统观为理论支撑,强调在生态治理中的单元体与共同体间建构集包容性与整体性于一体的生态治理共同体。新时代,践行生态治理共同体理念,倡导唤醒“生态理性”意识,推动共治行动整体化、治理体系科学化及生态治理数字化转型,为全球生态和谐共治塑造中国方案。The Chinese modernization with the content of constructing the harmony between humanity and nature has put forward new requirements for promoting ecological governance:advocating ecological rationality as the value consensus,holistic thinking as the guide,sustainable development as the link,and integrated ecological protection and systematic restoration of the ecological environment as the content of the action to build an ecological governance community.As a new form of harmonious coexistence between humans and nature,the connotation of ecological governance community not only highlights the concept of life community in terms of value and spiritual form,but also highlights the governance community constructed in organizational form.The ecological governance community is guided by the multidimensional logical relationship between man and nature in the community theory,aiming to create an organic unity that conforms to purpose and regularity in the field of ecological governance.Based on the holistic system view of holistic governance as the theoretical support,it emphasizes the construction of an ecological governance community that integrates inclusiveness and wholeness between the units and communities in ecological governance.In the new era,it is necessary to supply the Chinese plan for global ecological harmony and governance,by practicing the concept of ecological governance community,advocating the attention to the consciousness of "ecological rationality",and promoting the transformation of holistic action of co-governance,the scientificization of the governance system and the digital ecological governance.
