积极应对老龄化赋能扩大内需的路径选择——基于老年照料结构与家庭消费关系的视角

摘　　要：通过积极应对老龄化来赋能扩大内需,是统筹应对老龄化和畅通国内大循环的重要现实问题。使用中国家庭追踪调查面板数据,分析老年照料模式选择对消费潜力释放的作用,结果表明:家庭老年照料服务有助于消费潜力释放;家庭照料对农村地区和低收入家庭的消费促进作用更为显著,老年照料的深度和难度也会影响老年照料对家庭消费的促进作用;家庭老年照料通过优化家庭资源配置影响消费决策,并通过稳定收支预期降低了预防性储蓄水平,释放了消费潜力。据此,应发挥中华民族孝亲敬老传统美德的优势,巩固家庭养老的基础地位,并通过提供税收抵扣、财政补贴构建家庭养老社区支持体系,精准施策为家庭养老提供政策激励。Enabling the expansion of domestic demand by actively responding to aging is an important practical issue for coordinating the response to aging and smoothing the domestic cycle.This paper uses CFPS panel data to analyze the relationship between elderly care mode and household consumption.The results show that family elderly care can release consumption potential which is more significantly in rural areas and low-income families.The depth and difficulty of elderly care can also affect the role of elderly care in promoting family consumption.Elderly care affects consumption decisions by optimizing the allocation of family resources,and reduces the level of precautionary savings by stabilizing income and expenditure expectations.It is important to give full play to the advantages of Chinese traditional virtues of filial piety and respect for the elderly,we should consolidate the fundamental position of family elderly care through the provision of tax credits,financial subsidies and the construction of a community support system.
