数字经济驱动黄河流域高质量发展路径研究——基于TOE框架的动态QCA分析

摘　　要：以黄河流域9省份为研究样本,运用TOE理论框架和动态汇总型fsQCA方法,采用2011~2020年省际数据,探究数字基础设施、数字技术应用、数字组织创新、数字组织能力、政府数字政策、区域数字金融6个前因条件对黄河流域高质量发展的协同效应。研究发现:数字经济技术、数字经济组织、数字经济环境框架下的6个条件均不是区域高/非高质量发展的必要条件;识别出驱动黄河流域高质量发展的“政策-创新型”“组织-环境型”两种组态;黄河流域高质量发展驱动路径存在多重轨迹演化现象,政策-创新型是转折轨迹,组织-环境型则属于混合轨迹。据此,黄河流域9省份可结合区域数字资源禀赋,分阶段制定差异化的区域高质量发展策略。同时,应高度重视数字创新效能,推动新业态、新模式、新服务不断涌现,促进区域创新发展。Taking 9 provinces and regions in the Yellow River Basin as research samples,using the TOE theoretical framework and dynamic summary fsQCA method,and inter-provincial data from 2011 to 2020,this paper explores digital infrastructure,digital technology applications,digital organizational innovation,digital organizational capabilities,and government digital policies,and the synergistic effect of the six antecedent conditions of regional digital finance on the high-quality development of the Yellow River Basin.The study finds that none of the six antecedent conditions are necessary conditions for high/non-high regional quality development.Two configurations of"policyinnovation"and"organization-environment"drive high-quality development in the Yellow River Basin.The driving path for high-quality development in the Yellow River Basin has multiple trajectory evolution phenomena.Accordingly,the nine provinces in the Yellow River Basin should combine the regional digital resource endowment to formulate differentiated regional high-quality development strategies in stages,attach great importance to the effectiveness of digital innovation to stimulate new business forms,new models and new service so as to promote regional innovationdriven development.
