海外中国乡村治理研究评述

摘　　要：20世纪末“治理”概念进入我国,伴随着农村基层制度改革,国内学界开始将“村治”扩展为“乡村治理”,海外学者也随之将研究目光聚焦于此。通过梳理2008—2022年海外涉及中国乡村治理的相关文献发现,研究论题方面,在治理主体上,乡镇政府、村干部和女性政治参与受到关注;在治理行为上,较多关注乡村自治行为、矛盾及其解决;此外,关注土地权益、传统社会结构力量的成果也比较多见。研究方法方面,以田野调查方法为主;随着政策变化和治理实践发展,既有分析框架和理论概念不断得到扩充。总体而言,海外中国乡村治理研究在当今海外中国研究中占有重要地位,但相对于中国农村政治实践的多样性,海外中国乡村治理研究仍限于碎片化的个案分析,未能呈现中国乡村治理整体面貌。因此,海外乡村治理研究亟需更鲜活的实践材料和更宏观的视角,以中国化的理论关怀,反映中国乡村治理的最新经验,为世界乡村治理提供参考与借鉴。Since the concept of"governance"was introduced to China at the end of the 20th century,along with the reform of rural grassroot systems,domestic academic circles began to expand the term"village governance"to"rural governance",and overseas scholars have also focused their attention on the study of rural governance in China.By sorting out relevant overseas literature on rural governance in China since 2008,we find that in terms of research topics,village cadres,township governments,and women's political participation have received attention as the studies of governance subjects;rural autonomous behaviors,conflicts and their resolution have received attention as the studies of governance behaviors;in addition,studies focusing on land rights and interests,and the forces of traditional social structure are also common.In terms of research methods,qualitative methods such as field investigation are the mainstay;meanwhile,with changes in policies and differences in governance practices,existing analytical frameworks and theoretical concepts have been expanded.Overall,overseas China rural governance studies occupy a very important position in today's overseas China studies;however,compared with the diversity of China's rural political practices,if overseas China rural governance studies continue to focus on fragmented case analysis,it will be difficult to present the overall picture of China rural governance,let alone reflect the commonality of China's current national governance.Therefore,overseas rural governance studies urgently need more vivid practical materials,a more macro perspective,and more theoretical concern with China.
