摘　　要：农地要素占有权的有效配置实现,其关键是不断探索农地占有关系及其产权分置“内容”与实现“形式”。通过探秘农地产权占有行为构成与农地要素配置运行之间的政治经济学逻辑关联,回溯中国农地占有权制度的得失安排及其要素配置方式的历史演进,本文剖析并提出了农地要素占有权的排他性界定、社会化配置、市场化交易和物权化保护的现实困境与破解之道,进而为实现要素市场化高效配置、赋予农民更加充分的财产权益和推进中国式农业农村现代化发展提供农地占有权制度改革策略。The key to the realization of the effective allocation of the farmland factor possession right is to continuously explore the possession relationship of the farmland and the“content”and“form”for the division of its property rights.By delving the political-economy logic connection between the farmland property right possession behaviour and the operation of farmland factor allocation,retracing the historical evolution of the gains and losses arrangement in China’s farmland possession right systems and its associated factor allocation methods.This paper analyzes and proposes the practical difficulties and solutions to the exclusivity definition,socialized allocation,market-oriented transactions,and property rights protection of the farmland factor possession right,and then provides reform strategies for the farmland possession right system to achieve efficient allocation of market-oriented factors,give farmers more comprehensive property rights,and promote the Chinese path to agricultural and rural modernization.
