摘　　要：农村的“绿水青山”如何转变成“金山银山”,关键在于生态环保和产业发展。农村环境治理和农业基础设施建设由于投资大、经营性差等特点,政府支出压力较大。通过探讨以EOD模式将农村环境治理与生态农业有机结合在一起,通过废物资源化利用和循环经济理念,依靠项目自身运转可达成收益自平衡,可减少政府支出责任,实现美丽乡村建设与农村经济高质量发展。The key to transforming the"green mountains and clear waters"in rural areas into"golden mountains and silver mountains"lies in ecological environmental protection and industrial development.Due to the characteristics of high investment and poor operational performance,government expenditure pressure is high on rural environmental governance and agricultural infrastructure construction.This paper explored the organic integration of rural environmental governance and ecological agriculture through the EOD model,and discussed the concept of waste resource utilization and circular economy,and demonstrated that the project can achieve self balance of benefits by operation,meanwhile reduce government expenditure responsibility,and achieve the construction of beautiful rural areas and high-quality development of rural economy.
