摘 要:石化行业装置在开停工工况下操作难度和复杂程度相比正常工况成倍增加,大气污染物控制难度升高,因此开停工工况下大气污染物的排放如何管控成为关注重点。针对这一问题,梳理了我国污染源管控政策体系,重点分析了开停工工况期间大气污染物的管控政策。研究发现,石化行业开停工期间废气污染物排放体系未能完好衔接,建议从排污许可、标准指南、监测规范等方面进一步构建更加完整和科学的管控体系。The operation difficulty and complexity of petrochemical industry equipment under start-up and shutdown conditions are multiplied compared with normal working conditions,and the difficulty of air pollutant control is increased.Therefore,how to control the emission of air pollutants under start-up and shutdown conditions has become the focus of attention.In view of this problem,the policy system of pollution source control in China is sorted out,and the control policy of air pollutants during the start-up and shutdown conditions is emphatically analyzed.The study found that the exhaust pollutant emission system during the start-up and shutdown of the petrochemical industry has not been well connected.It is recommended to further build a more complete and scientific control system from the aspects of emission permits,standard guidelines,and monitoring specifications.
