摘　　要：自然灾害突发事件对农业生产危害极大,河南作为农业大省,农业科技应急服务能力建设显得日益重要和迫切。为进一步提升农业科技服务应急能力,对农业科技人员、农民和管理人员三方开展问卷调查,并对农业科技服务应急应用平台、专长兼备的农业科技推广专家队伍、防灾减灾农业应急科技储备及应急物资储备等方面进行了调查分析。结果表明,84.21%的当地农技推广人员和76.05%的农业科研人员认为,需要有一定规模的防灾减灾农业应急科技储备;78.95%的农技推广人员和77.25%的农业科研人员认为,需要有一套农业防灾减灾应急预案。根据调研分析结果,从高度重视农业科技人才队伍建设、加快河南省“藏粮于技”农业科技应急服务信息平台建设、加强河南省农业科技应急技术储备能力建设、完善河南省农业自然灾害预警预报机制等方面提出了河南省农业自然灾害应急服务能力提升的建议,助力河南省农业强省建设。Natural disaster emergencies are extremely harmful to agricultural production,and Henan as a large agricultural province,the construction of agricultural science and technology emergency service capacity is increasingly important and urgent.In order to further enhance the emergency response capacity of agricultural science and technology services,a questionnaire survey was carried out on the three parties of agricultural science and technology personnel,farmers and managers,and a survey was conducted to analyze the application platform for agricultural science and technology services for emergencies,the team of agricultural science and technology extension specialists with both expertise and knowledge,and the scientific and technological reserves of agricultural emergency response for disaster prevention and mitigation,as well as the reserves of emergency response materials.The results show that 84.21%of local agricultural technology extension workers and 76.05%of agricultural researchers believe that there is a need for a certain scale of agricultural emergency science and technology reserves for disaster prevention and mitigation,while 78.95%of agricultural technology extension workers and 77.25%of agricultural researchers believe that there is a need for a set of agricultural disaster prevention and mitigation emergency plans.According to the results of the research and analysis,from attaching great importance to the construction of agricultural scientific and technological personnel,accelerating the construction of the information platform for agricultural scientific and technological emergency services in Henan Province,strengthening the capacity of agricultural scientific and technological emergency technology reserve in Henan Province,and perfecting the early warning and forecasting mechanism for natural disasters in agriculture in Henan Province,we have put forward the following recommendations,it puts forward proposals to improve the emergency service capacity of agricultural natural disasters in Henan P
