摘　　要：乡村振兴背景下,如何进一步提高农业保险效率,加快推进农业保险高质量发展是亟待攻克的难题。本文以我国省级面板数据作为研究对象,选用DEA模型对我国2011—2021年的农业保险效率值进行测度,在此基础上运用Probit模型分析了农村人力资本积累对农业保险效率值的影响。研究发现,农村人力资本积累可以提高农业保险效率。其中,农村人力资本积累推动科技创新能力提高是其提高农业保险效率的重要机制,但该机制影响作用微弱。产生这一现象的主要原因是农村人口“空心化”对农村人力资本积累带来消极影响,并且在一定程度上抵消了农村人力资本积累对农业保险效率提高的正效应。因此,应加速人力资本积累,优化人力资本顶层设计,积极推动农业生产主体和要素之间“增减转换”。In the context of rural revitalization,how to further improve the efficiency of agricultural insurance and accelerate the high-quality development of agricultural insurance is an urgent problem that needs to be overcome.This paper takes the provincial panel data in China as the research object,selects DEA model to measure China's agricultural insurance efficiency from 2011 to 2021,and then uses Probit model to analyze the impact of rural human capital accumulation on agricultural insurance efficiency.Research shows that the accumulation of rural human capital can improve the efficiency of agricultural insurance.Among them,the accumulation of rural human capital to promote the improvement of technological innovation ability is an important mechanism to improve the efficiency of agricultural insurance,but the impact of this mechanism is weak.The main reason for this phenomenon is that the hollowing out of rural population has a negative impact on the accumulation of rural human capital,and to some extent,it offsets the positive effect of rural human capital accumulation on the improvement of agricultural insurance efficiency.Therefore,it is of great significance to accelerate the accumulation of human capital,optimize the top-level design of human capital,and actively promote the Increase or Decrease Transformation between agricultural production entities and factors.
