摘　　要：在阐释脱贫攻坚与乡村振兴三大逻辑关系基础上,梳理了甘肃脱贫攻坚取得的七项历史性成就,分析了甘肃脱贫攻坚与乡村振兴有效衔接面临的六个主要问题,从做好脱贫攻坚与乡村振兴的政策衔接、规划衔接、工作衔接,以及新型城镇化与乡村振兴深度融合、农民收入增长与分配机制有效统筹、富民产业培育与乡村产业振兴有机结合、生态产业化与乡村生态振兴有机结合、提升农民自我发展能力与乡村人才振兴有机结合等八个方面提出了政策建议,并从阻断贫困代际传递、逐步解决相对贫困问题、提升农民内生发展动力和自我发展能力、加快乡村产业振兴步伐、加强农村基础设施建设等方面指出了开启乡村振兴新篇章的主要路径。Based on the three logical relationships between poverty alleviation and rural revitalization,this paper outlines seven historic achievements in poverty alleviation in Gansu and analyzes six main challenges facing the effective connection between poverty alleviation and rural revitalization in the region.It suggests policies on integration of these efforts through alignment of policy,planning,and work,as well as deep integration of new urbanization and rural revitalization,effective coordination of farmers'income growth and distribution mechanisms,organic integration of prosperity-inducing industries with rural industry revitalization,ecological industrialization and rural ecological revitalization,and enhancing farmers'self-development capabilities in conjunction with rural talent revitalization.It outlines key pathways to start a new chapter in rural revitalization by breaking the cycle of intergenerational poverty,gradually addressing relative poverty,enhancing farmers'intrinsic motivation and self-development capabilities,accelerating rural industrial revitalization,and strengthening rural infrastructure construction.
