摘　　要：中国和乌兹别克斯坦(以下简称“中乌”)是友好近邻,中国长期保持乌兹别克斯坦第一大贸易伙伴和主要投资来源国地位,随着新时代全天候全面战略伙伴关系的确定,中乌两国在能源矿业领域的合作开启新篇章。乌兹别克斯坦煤炭储量丰富但开发利用程度较低,面临国内日益增长的能源消耗需求,煤炭工业安全发展成为乌兹别克斯坦实现能源自给自足、进一步推动国家经济的整体增长和工业化水平提高的重要保障。基于对乌兹别克斯坦煤炭工业发展历程、行业安全治理模式及中乌煤炭行业安全合作最佳案例的系统梳理研究,对乌兹别克斯坦在煤炭工业安全发展领域的国际合作需求进行了深入分析,提出了中国与乌兹别克斯坦在煤炭行业的安全发展合作建议,为提升两国在煤矿安全领域的合作效果和支持区域经济的可持续发展提供参考借鉴,同时为全球能源矿业合作模式提供新的视角和经验。China and Uzbekistan are neighboring countries with a history of amicable relations,Uzbekistan consistently regards China as its foremost trading partner and principal investment source.The recent confirmation of the all-weather comprehensive strategic partnership for a new era heralds a new phase in bilateral cooperation within the energy and mining sectors.Uzbekistan possesses substantial coal reserves,although the exploitation and utilization levels remain low.Given the escalating domestic energy demands,the safety development of coal industry is essential to secure energy self-sufficiency,thereby supporting the overall economic growth and the acceleration of industrialization in the country.This research provides a systematic review of the development and safety governance mode of the coal industry in Uzbekistan,and an exemplary case of bilateral safety cooperation with China,and deeply analyzes Uzbekistan's demands for international cooperation in coal industry safety development,proposes suggestions for safety development cooperation between China and Uzbekistan in the coal industry,which provides reference and inspiration for enhancing the cooperation between the two countries in the field of coal mine safety and supporting sustainable regional economic development,while also providing new perspectives and experiences for global energy and mining cooperation models.
