摘　　要：谋划构建动力电池回收利用体系对于坚持生态立省的海南至关重要,同时也将助力海南打造新的低碳循环经济增长极。海南拥有一定量的退役动力电池应用场景,但是汽车产业基础薄弱,回收利用市场仍处于前期培育阶段,宜提前进行回收利用产业布局,为2030年岛内“全面禁售燃油车”提供支撑。一方面需要尽快建立动力蓄电池回收利用溯源信息管理系统,实现动力电池进出岛“管得住”,另一方面需充分发挥海南自由贸易港区位特点以及在税收、货物贸易便利化等政策赋能方面优势,结合未来海南退役动力电池规模适量布局回收利用项目,并在前期采取政策扶持和加强行政监管力度等举措培育产业发展。Planning to build recycling and utilization system of retired power batteries in advance is crucial for Hainan province,which adheres to the principle of building an ecological province,and will also help Hainan province reach a new low-carbon circular economy growth level.Hainan prov-ince has a certain number of retired power batteries application scenarios,but the automobile indus-try foundation is weak,and the recycling and utilization market is still in the early cultivation stage.It is advisable to carry out the industrial layout of retired power batteries recycling and utilization in advance to provide support for the'fully banning the sales of gasoline-fueled automobiles in 2030'.On the one hand,it is necessary to establish the traceable information management system of power batteries recycling and utilization in Hainan province as soon as possible to make power batteries in and out of the island manageable'.On the other hand,it is essential to give full play to the location characteristics of Hainan free trade port and in taxation,goods trade and other policy enabling ad-vantages,combined with the future Hainan province retired power batteries scale and properly ar-range recycling and utilization projects,meanwhile foster industrial development by strengthening early policy support and administrative supervision.
