基层土地行政执法工作困境及其对策研究

摘　　要：随着社会经济发展和城镇化进程的加快,土地资源需求量不断增长,由此引发的违法违规占地行为愈发严重,土地行政执法工作的完善成为高质量发展的关键所在,而身处第一线的基层土地行政执法工作更是其中的重中之重。通过对山西省Z县土地行政现状及土地行政执法典型案例的分析,指出了基层土地行政执法工作的困境并剖析了原因,并提出了完善基层土地行政执法工作的建议。With the acceleration of social and economic development and urbanisation,the demand for land resources is growing,and the resulting illegal and irregular land occupation is becoming increasingly serious,making the improvement of land administration and enforcement work the key to high-quality development.This study focuses on the crucial role of grassroots-level administrative law enforcement,particularly at the forefront of land administration.Through the analysis of the current situation of land administration and typical cases of land administrative enforcement in Z County,Shanxi province,this paper identifies the dilemma of grass-roots land administrative enforcement work and analyzes its causes,and then presents recommendations to enhance the grass-roots land administrative enforcement work.
