民族自治地方社会治理现代化:科学内涵与实践路径

摘　　要：在“民族自治地方社会治理现代化”这一概念中“,民族自治地方”作为要点词汇,限定了社会治理的空间范围,成为民族自治地方社会治理有别于其他社会治理概念的显著标识。民族自治地方因其历史文化和地理环境的特殊性、社会治理主体的民族性、经济发展水平和教育水平的差异性等多重特殊性,其社会治理现代化具有特定的科学内涵。因而,我国民族自治地方社会治理现代化的实践也应基于民族自治地方的特殊性和中国实践,彰显中国特色和民族特色。民族自治地方社会治理现代化的实践路径因地制宜,不尽相同,其共性在于:坚持党对民族自治地方社会治理现代化的全面领导;以人民为中心构建多民族共建共治共享的社会治理格局;推进民族自治地方社会治理法治化建设。Due to multiple specificities of ethnic minority areas,including the particularity of their history,culture,and geographical environment,the ethnicity of social governance,and the differences in their economicand education levels,the modernization of their social governance possesses specific scientific connotations.Therefore,the practice of the modernization of social governance should be based on the specificities of ethnicminority areas in Chinese practices,and should demonstrate Chinese and ethnic characteristics.The practicalapproaches of the modernization of social governance in ethnic minority areas vary according to local conditions,but their commonalities are as follows:upholding the overall leadership of the Communist Party of China(CPC)in the modernization of social governance;building a multi-ethnic co-construction,co-governance,and shared-benefits social governance centered on the people;promoting the construction of the rule of law in social gover-nance.
