生态资源产权融资与生态产品价值实现——基于理论、模型与应用的分析框架

摘　　要：金融支持是生态产品价值实现的有效途径,但大量偏远地区的生态资源并不具备发展种植业和旅游业的条件,“绿水青山”蕴含的产权本身所具有的金融功能难以实现,在这种情况下,构建生态资源产权融资理论模型并推广应用,可以开辟一条实现生态产品价值增值和收益增加、拓宽生态环境保护资金来源的全新市场化路径。通过对已有研究成果的总结分析发现,现有生态资源产权融资并未形成固定模式,不具备推广和宣传的条件。从理论、模型与应用的视角,进一步廓清生态资源产权及融资理论,运用层次分析法和生态系统生产总值核算法构建生态资源产权融资评价指标体系与融资模型,并给出生态资源产权融资推广应用的解决方案,将更有利于生态产品价值金融功能的实现。Financial support is an effective way to realize the value of ecological products,but with their ecological resources,many remote areas do not have the conditions to develop planting and tourism,and the financial function of property rights contained in“lucid waters and lush mountains”is difficult to realize.In this case,the theoretical model of property rights financing for ecological resources should be built and promoted,which can break a new marketization path to increase the value and income of ecological products and broaden the source of funds for ecological environmental protection.Through the summary and analysis of existing research results,it is found that there is not a fixed model for present financing of ecological resource property rights,nor the conditions for widespread promotion and publicity.From the perspective of theory,model and application,this paper further clarifies the theory of ecological resource property rights and financing,constructs the evaluation index system and model of ecological resource property rights financing by using analytic hierarchy process and ecosystem gross product accounting method,and provides solutions for the promotion and application of ecological resource property rights financing,which will be more beneficial to the realization of the financial function of ecological product value.
