住房科技产业发展推动住房改善消费的新模式及政策建议

摘　　要：住房产业作为国民经济支柱,近三年GDP贡献占比有所降低。住房产业当前存在居民对住房期待增值处于观望状态、居民对住房改善品质要求尚未满足两大问题。住房产业发展新模式应鼓励原地拆除快速重建、保障居民获利、提高住房品质和加强新模式的政策宣传等四个技术和政策要点。本文结合小区整体更新和单独建筑拆除重建两个案例,本文梳理了当前推动住房改善消费的解决方法和预期实施效果。最后,提出了鼓励推动新技术产业应用、建立“群众满意、企业盈利、政府可持续”的政策体系、探索“居民出资、市场参与”的发展新模式等三点建议,以期对住房改善消费发展提供指导建议。As a pillar industry of the national economy,the housing industry has decreased its contribution to GDP in the past three years.There are currently two major problems in the housing industry:residents are in a wait-and-see state of expectation for housing appreciation,and residents have not yet met their requirements for improving the quality of housing.The new development model of the housing industry should encourage rapid reconstruction through on-site demolition,ensure the profitability of residents,improve housing quality,and strengthen policy promotion for the new model.Based on two cases of both overall community renewal and individual building demolition and reconstruction,this article summarizes the current solutions and expected implementation effects for promoting housing improvement and consumption.Finally,three suggestions are put forward to promote the application of new industrial technologies,establish a policy system of “public satisfaction,enterprise profitability,and government sustainability”,and explore new development models of “residents investment and market participation”,in order to provide guidance and suggestions for improving housing consumption development.
