数字政府赋能产业结构升级——基于电子政务综合试点的拟自然实验

摘　　要：本文以2018年开展的电子政务综合试点政策为拟自然实验,利用双重差分计量模型探讨数字政府对产业结构升级的影响及其作用机制。实证结果显示,电子政务综合试点政策的实施显著促进产业结构的合理化和高级化,这一结论经识别检验、稳健性检验和PSM-DID估计后依然成立。异质性分析发现,电子政务综合试点对沿海地区产业结构的影响强于内陆地区,对城市群地区产业结构的影响强于非城市群地区。基于传递效应模型的机制分析表明,数字政府通过优化资源配置促进产业结构的合理化,通过鼓励大众创业提升产业结构的高级化。因此,应以电子政务综合试点为契机,加快数字政府建设、提高政府治理效能,以推动产业结构转型升级。The local governments play an important role in industrial structure upgrading.The digital government is a core link in achieving modernization of national governance system and governance capacity.How to empower the industrial structure upgrading is an important research issue in the era of digital economy.This paper utilizes the comprehensive e-government pilot policy launched in 2018 as a quasi-natural experiment to measure the digital government,and employs the DID model to empirically analyze the impact of the digital government on the industrial structure upgrading and its underlying mechanisms.The empirical results indicate that the implementation of e-government pilot policies significantly promotes the rationalization and advancement of the industrial structure.Moreover,this conclusion remains valid after a series of robust checks,PSM-DID estimation,and identification tests.Heterogeneity analyses show that the impact of e-government pilot on coastal areas is higher than that on inland areas,and the impact on urban agglomeration areas is higher than that on non-urban agglomeration areas.The mechanism analysis,based on the transmission effect model,demonstrates that the e-government pilot enhances the rationalization of the industrial structure by improving resource allocation efficiency and promotes the advancement of the industrial structure by encouraging public entrepreneurship.Therefore,it is necessary to expedite the government's digital transformation and governance structure reform by leveraging the innovative diffusion effects of e-government pilot policies.This will serve as a driving force to propel the transformation and upgrading of the industrial structure,guided by digital governance.
