新业态从业人员养老风险防范路径研究

摘　　要：社会保障制度是以风险的存在为前提的,在防范社会风险中担当重要职责。但也应该看到,风险社会重大考验时暴露出现行社会保障体系相对欠缺的问题:以工资为对象的费税制度设计没有充分考虑到新型就业形态的特殊性。健全覆盖全民的社会保障制度以防范“银发浪潮”冲击而来的养老风险成为当务之急。基于此,全面把握现阶段养老风险的迫切性与复杂性,构建风险理论分析框架,以完善社会保障体系中要特别关注的对象——新业态从业人员为研究对象,探索这一群体的养老可持续问题尤为重要。研究发现,应降低新业态从业人员面临风险,强化社会保障制度的风险防范能力,完善多重风险分担的养老金体系。The emergence and development of the social security system is premised on the existence of risks and plays an important role in preventing social risks.However,it should also be noted that during the major test of the risk society,the relative lack of a social security system is exposed,that is,the design of the fee and tax system based on wages does not fully take into account the particularity of the new employment form.It is urgent to establish a sound social security system that covers the entire population to prevent the pension risks caused by the impact of the silver wave.Based on this,it is particularly important to comprehensively grasps the urgency and complexity of pension risks at this stage,constructs a risk theory analysis framework,and takes the new format practitioners who need special attention in improving the social security system as the research object to explore the sustainable pension of this group.The study has found that the risks faced by employees in new business formats should be reduced,the risk prevention ability of the social security system should be strengthened,and the pension system with multiple risk sharing should be improved.
