海南自贸港封关运作对跨境电商发展的影响及相关制度设计研究

摘　　要：海南自贸港制度体系建设对跨境电商发展产生了影响:特殊的海关监管制度将使海南自贸港跨境电商业务范畴发生变化,货物贸易自由化措施将推动海南自贸港跨境电商多模式发展,独特的税制安排将减少税收制度对跨境电商进出口业务的阻碍,自贸港服务贸易及投资开放政策将有助于跨境电商完善服务。与此同时,海南自贸港关于跨境电商的制度设计仍有进一步完善的空间:现有国内的跨境电商监管方式或将不再适用海南自贸港,跨境电商零售进口商品清单或将不适用于海南自贸港,跨境电商生态化服务的发展将成为海南自贸港跨境电商发展的重要方向。未来,海南自贸港可完善促进跨境电商发展的相关政策,进一步放大跨境电商在海南自贸港发展的优势。The construction of the institutional system of Hainan Free Trade Port(FTP)has an impact on the development of cross-border e-commerce(CBEC):The special customs supervision system will make changes to the scope of CBEC business in Hainan FTP,the measures of liberalization of trade in goods will promote the development of CBEC in Hainan FTP in a multi-modal way,the unique tax arrangement will reduce the obstacles to CBEC,the open policy on trade in services and investment of Hainan FTP will help the development of CBEC services.At the same time,there is still room for further improvement in the institutional design of CBEC in Hainan FTP:The existing domestic CBEC regulation may no longer be applicable to Hainan FTP,the list of CBEC retail imports may not be applicable to Hainan FTP,and the development of CBEC eco-services will be an important direction for CBEC development in Hainan FTP.In the future,Hainan FTP can launch relevant policies to promote the development of CBEC in order to further amplify the development advantages of CBEC in Hainan FTP.
