美国远程高等教育认证的取向与特征——基于美国远程教育协会的认证程序与认证标准的分析

摘　　要：从美国远程教育认证协会的认证程序和认证标准中,归纳出美国远程高等教育评估具有认证的法源性、认证理念的贯穿性、认证机构的独立性、认证人员的专业性、认证程序的民主性、认证指标的全面性等取向和特征。我国远程高等教育评估可以借鉴其经验:注重法制化建设,坚持评估的认可性,强调评估机构的独立性,培养专业化的评估人员队伍,选取民主的评估程序及采用全面的评估指标。From the certification procedures and standards of American Distance Education Certification Associ-ation,this paper summarizes the orientations and characteristics of American distance higher education certification,such as the legal source of certification,the penetration of certification concept,the independence of certification insti-tutions,the professionalism of certification personnel,the democracy of certification procedures,and the comprehen-siveness of certification indicators.The evaluation of distance higher education in China can learn from its experience:we should pay attention to the construction of legalization,adhere to the recognition of evaluation,emphasize the inde-pendence of evaluation institutions,cultivate a professional team of evaluators,select democratic evaluation proce-dures and adopt comprehensive evaluation indicators.
