摘 要:面对突发公共卫生事件,多元主体协同参与是有效开展应急管理的重要一环。文章基于协同治理理论,以江苏省苏州市姑苏区为例,通过典型案例呈现,深入剖析案例区应对重大突发公共卫生事件的治理机制与实践。结果表明,区政府与市场、社会组织以及社会公众等多元主体协同在应急管理中优越性显著,但同时也伴随着主体间“协而不同”或“无法协同”等问题的出现。针对突发公共卫生事件应急管理中存在的问题,文中从政府主导向多元共治转变、构建有效协同治理网络、积累培育社会资本等角度开展协同治理路径探讨。In the face of public health emergencies,the collaborative participation of multiple entities is an important part of effective emergency management.Based on the theory of collaborative governance,the paper takes Gusu District of Suzhou City,Jiangsu Province as an example,and presents typical cases to deeply analyze the governance mechanism and practice of dealing with major public health emergencies in the case area.The results show that the synergy between the district government,the market,social organizations and the public is remarkable in emergency management,but it is also accompanied by the emergence of problems such as"coordination but different"or"inability to cooperate"among the subjects.In view of the problems that exist in the emergency management of public health emergencies,the paper discusses the path of collaborative governance from the perspectives of transforming from government-led to pluralistic governance,constructing an effective collaborative governance network,and accumulating and cultivating social capital.
