摘 要:科研创新平台按照各自的使命任务,开展了一系列国防应用基础性和前沿性课题研究,培育了一批基础理论扎实、科研攻关能力突出的研究队伍,但在实际建设运行中也存在顶层设计缺乏统筹、领域资源分配不均衡等一些实际矛盾问题。通过全面梳理科研创新平台建设现状、深入分析平台体系建设需求,提出科研创新平台体系三级体系架构,并针对高质高效推进体系建设提出推进措施建议,旨在为部队建设实践提出有益参考。The scientific research innovation platforms,which in accordance with their respective missions and tasks,have carried out a series of fundamental and cutting-edge research on national defense applications,cultivated a group of research teams which have various basic theories and outstanding scientific research capabilities.However,there are also some practical contradictions in the actual construction and operation,such as a lack of coordination in top-level design and imbalanced allocation of domain resources.This article comprehensively reviews the current situation of the construction about scientific research innovation platforms,deeply analyzes the requirements for platform system construction,proposes a three-level system architecture of the new combat force scientific research innovation platform system,and proposes measures and suggestions for the construction of high-quality and efficient systems.The article is designed to provide useful reference for military construction practices.
