摘 要:良好的维修保障能力是舰炮装备保持战斗力的前提,不同单位的维修保障能力存在一定的差异,为了合理反映不同指标因素对于维修保障能力的影响,评估不同单位在装备维修保障过程中的维修能力,运用德尔菲法结合专家意见构建装备基地级修理情况下的各保障单位维修能力评价体系,运用层次分析法(AHP)确定各指标因素权重,运用模糊综合评价法(FCE)对各保障单位的维修能力进行综合评价。案例分析结果表明该方法思路清晰,计算简便,评价方法客观有效;对于检验不同维修保障单位的能力、指导军民融合维修保障体系建设,客观与科学选择维修保障单位具有重要意义。The effectiveness of naval guns rests very much on good maintenance support.In order to reasonably reflect the influence of different index factors on the maintenance and support capability of naval guns and evaluate the maintenance capability of different units in the process of equipment maintenance and support;the Delphi method combined with expert opinions is used to construct an evaluation system for the maintenance capability of each support unit in the case of equipment depot level repair.The analytic hierarchy process(AHP)is employed to determine the weight of each index factor,and fuzzy comprehensive evaluation(FCE)is carried out to conduct a comprehensive evaluation of the maintenance capacity of each support unit.The results of the case study show that the method is clear,easy to calculate,objective and effective.It is important for testing the capability of different maintenance and support units,guiding the construction of military-civilian integrated maintenance and support system,and objectively and scientifically selecting maintenance and support units.
