摘 要:根据欧盟铁路系统残障人员和行动不便人员无障碍环境互通性技术规范1300/2014/EU,以匈塞铁路塞尔维亚贝尔格莱德—旧帕佐瓦段基础设施残障人员和行动不便人员无障碍环境合格评定为例,阐述残障人员和行动不便人员无障碍环境合格评定依据、机构和内容。针对残障人员和行动不便人员无障碍环境合格评定过程发现的问题,提出设计阶段优化并严格审核设计图纸,确保其符合规范要求;在施工阶段,选择的施工单位应具备相应资质和施工经验,严格执行图纸会审,控制施工过程质量,及时纠正偏差,确保顺利通过残障人员和行动不便人员无障碍环境合格评定。结合项目实践,介绍偏离申请条件及流程。According to Commission Regulation(EU)No 1300/2014 of 18 November 2014 on the technical speci⁃fications for interoperability relating to accessibility of the European Union's rail system for persons with disabilities and persons with reduced mobility,take the conformity assessment of accessibility Belgrade⁃Stara Pazova section of Hungry⁃Serbia railway infrastructare as an example,conformity assessment is described in detail in terms of the crite⁃ria,institutions and contents.In view of the problems found in the conformity assessment for accessibility of the Union's rail system for persons with disabilities and persons with reduced mobility,it is proposed that in the design stage the design drawings are optimized and strictly reviewed to ensure that they meet the specification requirements;in the construction stage the selected construction unit should have corresponding qualifications and construction ex⁃perience,strictly implemented the joint review of drawings control the quality of construction process,correct devia⁃tions in time,and ensure smooth passing of conformity assessment of accessibility for the Union's Rail system for per⁃sons with disabilities and persons with reduced mobility.Combined with project practice,derogation from application conditions and procedures are introduced.
