俄罗斯警察在职教育培训的特点及启示

摘　　要：公安民警的在职教育对于提升个人学历、提升在职民警综合素质、增强政治敏锐度和政治鉴别力、推动公安执法规范化、满足公安队伍建设要求等方面有着十分重要的意义。作为联邦制国家,俄罗斯非常重视本国的警察在职培训工作,其在职民警的教育体系有着自身的特色。探讨俄罗斯在职民警培训的内容及特点,并结合我国现行的民警在职培训体系存在的不足,提出以实际需求为目标、加强教官队伍的素质建设、加大对民警心理培训、落实培训全过程考核机制等对策,以此保障我国公安教育训练工作的正规化、专业化、职业化,努力提升公安民警的服务质量和公安队伍建设的能力水平。On-the-job education of policemen is of great significance for improving personal education,raising the quality of on-the-job policemen,enhancing political acumen and political discrimination,promoting the standardization of public security law enforcement,and meeting the requirements of public security team construction.Russia attaches great importance to the on-the-job training of its own police,and its on-the-job police education system has its own characteristics as a federal state.Based on the discussion of the content and characteristics of on-the-job police training in Russia and the shortcomings of the current on-the-job police training system in China,this paper puts forward countermeasures such as strengthening the quality construction of instructors,increasing psychological training of police officers,and implementing the assessment mechanism of the whole process of training,so as to ensure the regularization,specialization and professionalization of public security education and training in China,and strive to improve the service quality and the ability and level of public security team construction.
