法律视野下的湘赣边区域政府招商问题研究

摘　　要：湘赣边区域招商引资是萍乡地方经济发展的重点工作。文章从省界经济发展特点、招商引资政府主体的角度,针对湘赣边区域跨省协同中招商引资中可能出现的政府主体责任未落实、招商引资协议主体争议、优惠政策埋雷与项目评估工作缺失等具体困境,提出实施完善“小快灵”立法以及协同立法、明确政府主体责任、引入专业法律服务机构以及建立人才智库等具体法律对策。Attracting investment in Hunan-Jiangxi border region is the key work of Pingxiang local economic development.From the characteristics of the economic development along the provincial borders and the perspective of the government as the main body of investment promotion,this article ponders over the challenges of investment promotion for the trans-provincial coordination in the Hunan-Jiangxi border regions.With regard to the specific dilemmas that may arise during the process of investment promotion,such as failure to fulfill the government's responsibility,disputes between the parties to an investment promotion agreement,potential landmines of preferential policies and absence of project evaluation,this article puts forward specific legal countermeasures such as improving legislation on"small and quick spirit"and collaborative legislation,clarifying the government's main body responsibility,introducing professional legal service agencies and establishing a talent think tank.
