摘　　要：坚持党对人大工作领导是一以贯之的。进入新时代,党对人大工作领导呈现出新特点:一是坚持党对人大工作的全面领导,二是将坚持党的全面领导作为最高政治原则。对这些新特点可从三重逻辑进行分析:历史逻辑,即坚持党对人大工作的全面领导是政党建设国家模式的内生性要求;制度逻辑,即将坚持党的全面领导作为最高政治原则是人大工作的根本保证;实践逻辑,即坚持党的全面领导是人大工作取得历史性成就的关键所在。此三方面密切联系、层层递进,共同构成新时代坚持党对人大工作领导新特点的认识论视角的学理解释。It is consistent to uphold the CPC’s leadership over the work of the National People’s Congresses.Especially it has presented new features in the new era,including upholding to comprehensive leadership,and serving as the ultimate political principle.And they could be analyzed from threefold logic as follows.Upholding the CPC’s comprehensive leadership over the work of the National People’s Congresses is an endogenous requirement of the model of the party-constructing-the state in terms of historical logic.As the ultimate political principle,it is the fundamental guarantee for the work of the National People’s Congress in terms of institutional logic.It is also the key of achieving historic achievements in the work of the National People’s Congresses.These three aspects are closely related and progressive,together forming an epistemological explanation adhering to the Party’s leadership over the work of the National People’s Congresses in the new era.
