摘　　要：国家治理能力是研究和观察拉美地区不平等问题的重要视角。拉美地区的不平等,既有与其他地区类似的一般特点,又有本地区的特色。拉美地区的不平等具有结构性特征,不平等现象贯穿该地区发展的整个过程;拉美地区的不平等固化程度深,机会不平等、过程不平等和结果不平等相互交织;拉美地区的不平等波及范围广,遍及经济、社会、政治和日常生活各领域;拉美地区的不平等具有坚韧的顽固性,缓解不平等的各种计划和措施效果不佳。不平等和国家治理能力相互影响,二者有一定的因果联系。严重的不平等会加大治理难度、削弱国家治理能力,而国家治理能力不足会进一步加重不平等问题。消除不平等是提高国家治理能力的重要条件和重要手段,而国家治理能力提高有助于拉美不平等问题的解决。National governance capacity is an important perspective for studying and observing inequality issues in Latin America.The region has very unique features related to inequality despite of some similarities with other regions.Persistent structural inequality runs through the entire process of development in the region,characterized by solidified unequal opportunities,processes and outcomes intertwined.Inequality in Latin America is widespread in economic,social,political fields and daily life.Programs and plans to alleviate the tenacious inequality in Latin America has been largely ineffective.Inequality and national governance capacity interact with each other,and there is a certain causal relationship between the two.Severe inequality will increase the difficulty of governance and weaken national governance capacity,while insufficient national governance capacity will further exacerbate inequality issues.Eliminating inequality is an important condition and means to enhance national governance capacity,and improving national governance capacity can help solve the problem of inequality in Latin America.
