摘  要:在世界处于“百年未有之大变局”社会现状下,在频繁发生的各类突发事件中考察识别干部,不仅有利于充分发挥干部管理机能,促进突发事件的转化、解决,更有利于优化干部生态环境、实现国家治理能力和治理水平现代化。当前,必须深刻把握新的历史时期突发事件下对领导干部的要求,建立符合战时状态、新时代特征要求的跟踪式考察、公平性评价、公正性任用、长效性监督、人本性激励的领导干部评价任用机制,在突发事件中考察、识别干部。The world is witnessing the“greatest changes in a century”and the frequent occurrence of various kinds of emergencies.That investigating and identifying cadres in this context not only give full play to the function of cadre management,promote the transformation of emergencies and to solve them,but also optimize the ecological environment of cadres and establish the national governance capacity and governance modernization.At present,it is necessary to deeply grasp the requirements of leading cadres under emergencies in the new historical period,establish a mechanism of evaluation and appointment of leading cadres that meets the requirements of wartime status and the characteristics of the new era,such as tracking-type investigation,fairness evaluation,impartial appointment,long-lasting supervision,and humanistic incentives,so as to investigate and identify cadres in emergencies.
