摘  要:在GMDSS检查过程中,导致船舶滞留的主要影响因素有证书资料配备、设备问题和人员三大方面.基于层次分析法(AHP)建立综合评价分析模型,计算导致船舶滞留的证书、设备、船员等因素的权重及影响程度,结果表明,设备问题在GMDSS缺陷导致船舶滞留风险中的权重最高.针对GMDSS缺陷导致的船舶滞留问题提出对策建议.During the GMDSS inspection process,the main influencing factors that lead to ship detention include certificate information provision,equipment issues,and personnel.Based on the Analytic Hierarchy Process(AHP),a comprehensive evaluation analysis model is established to calculate the weights and impact levels of factors such as certificates,equipment,and crew members that lead to ship detention.The results show that equipment issues have the highest weight in the risk of ship detention caused by GMDSS defects.Countermeasures and suggestions are proposed to address the issue of ship detention caused by GMDSS defects.
