摘　　要：本文提出算力驱动新质生产力,系统阐述了算力成为新质生产力核心要素的理论逻辑,深入洞悉了算力引领人类社会迈向数智文明的发展趋势,探讨了算力、新质生产力与社会发展的良性循环机制,并立足新质生产力视域提出了推进国家治理体系和治理能力现代化的实现路径。研究认为,算力正在加速成为驱动社会生产力变革的关键力量,引领生产方式从工业化社会向智能化社会转变,是塑造未来新发展格局的决定性变量。算力与数据、算法的交互融合,正在催生数字化、智能化、生态化的新质生产力形态。新质生产力的提升反过来也进一步促进了算力生态的创新与应用,形成相互赋能的良性循环。与此同时,算力驱动的智能革命正在重塑经济运行规律、社会资源配置方式、国家治理理念等,成为数字化时代国家治理变革的内在驱动力。由此,本文提出推动国家治理体系和治理能力现代化,需要立足算力驱动的新质生产力视角,实现“有为政府”和“有效市场”协同发力,既要在算力基础设施、算力生态以及核心技术跃迁等方面加大战略布局,又要在基于场景的人工智能应用等环节充分释放市场活力,最终形成基础研究和应用开发有机结合的发展新格局。Starting from the perspective of new quality productive forces driven by computational power,this paper systematically elaborates the theoretical logic of computational power becoming the core element of new quality productive forces,analyzes the development trend of computa-tional power leading human society towards a digital civilization,discusses the virtuous cycle mechanism of computational power,new quality pro-ductive forces and social development,and puts forward the path of modernization of the national governance system and governance capacity based on the perspective of new quality productive forces.The study concludes that computational power is accelerating to become a key force driving the change of social productivity,leading the accelerated evolution of the production mode from industrialized society to intelligent society,and is a de-cisive variable in shaping the new development pattern in the future.The interactive fusion of computational power with data and algorithms is giv-ing rise to new forms of productivity that are digitalized,intelligentized and ecological.The enhancement of new productivity in turn further pro-motes the expansion of technological innovation and application of computational power,forming a virtuous cycle of mutual empowerment.At the same time,the computational power-driven intelligent revolution is reshaping the laws of economic operation,the way of social resource allocation,and the concepts and methods of national governance,which has become the intrinsic driving force for the change of national governance in the era of digitization.Based on this,this paper proposes that to promote the modernization of the national governance system and governance capacity,it is necessary to base on the new quality of productivity perspective driven by arithmetic,to realize the synergistic force of "active government" and "effective market",and to increase the strategic layout in the fields of computational infrastructure and core technology research,and also to in-crease the strategic
