标准化治理何以推进高质量数字政府建设——基于广东省“粤省事”政府服务平台案例研究

摘　　要：从电子政务发展到数字政府,从单部门政府服务变为整体政府服务,从“物理空间”碎片化政府部门向“数字空间”整体政府过渡过程中,数字政府建设标准设定存在适用性较低、标准冗余等问题,导致部分数字业务服务质量不佳、内部审批行政效率低下等诸多困境,制约了数字政府高质量建设。如何通过标准化治理促进数字政府建设过程中数据、业务、制度、技术协同建设,从而推动数字政府高质量建设是当前数字政府建设亟需解决的问题。本文通过对广东省“粤省事”政府服务平台单案例研究,剖析“粤省事”政府服务平台标准化治理过程,解析标准化治理推动高质量数字政府建设理论逻辑。研究发现:标准化治理贯穿数字政府建设的全过程,是数字政府建设的基础支撑之一;数字政府标准化治理的基础是权责清单建设和数据要素高效利用,核心是业务流程重构,其治理结果是技术赋能和推动数字政府制度重构;标准化治理推动了治理主体的高效协同,促进了数字政府中的整体性治理目标的实现。This study aims to illustrate how standardized governance promotes the collaborative construction of data,business,institution,and tech-nology in the process of digital government construction,which can achieve high-quality construction of digital government.It is a single-case in-vestigation on the "Yue Sheng Shi" Government Service Platform in Guangdong Province.From an overall perspective,standardized governance is one of the fundamental supports for digital government construction,running through the entire process of digital government construction.From a content perspective,the foundation of digital government standardization governance is the lists of powers and obligations and the efficient utiliza-tion of data elements.The core of digital government standardization governance is to rebuild business processes,and the result of digital govern-ment standardization governance is technology empowerment and promotion of digital government institutional restructuring.From a performance perspective,standardized governance promotes efficient collaboration among governance entities and further advances towards the overall governance goal of digital government construction.This study only summarizes the experience of high-quality construction of digital government from the perspective of standardized governance.However,as a complex giant system,digital government not only includes numerous subsystems and their complex interactions,but also includes the impact of other characteristics on the construction of digital government,such as organizational re-silience,data security,intergovernmental relations,etc.To focus on the research question,this study simplified the system.In addition,due to limi-tations in research conditions,this study only conducted a single case study.It is necessary to further summarize the experience of digital govern-ment construction in other provinces and analyze the impact of standardized governance on high-quality digital government construction by multiple case comparisons.And the theoreti
